Q&A: Why marches trigger Northern Ireland strife

BELFAST, Northern Ireland (AP) ? Belfast is seeing one of its biggest Protestant parades in years Saturday, with thousands participating amid fears that it will degenerate into street clashes with the police and Northern Ireland's Catholic minority. These one-sided marches have tested tempers each year since the 19th century, and show no sign of abating despite Northern Ireland's successful peace process. The AP explores why.

WHO'S MARCHING?

The Protestant "loyal orders," chiefly two groups called the Orangemen and the Apprentice Boys. Members carry hand-painted banners depicting key historical events and values, both political and religious, while groups of fife and drum ? often called "kick the pope" bands ? play tunes ranging from the spiritual to the overtly anti-Irish.

WHY DO THEY DO IT?

For the Protestants, a successful march demonstrates their continued hold over endlessly disputed territory, town by town, street by street. They expect their right to freedom of assembly to be upheld by the law.

But for most Catholics, the marches are offensive, considered mass intimidation by the Protestant majority.

WHO ARE THE ORANGEMEN?

The Orangemen honor King William of Orange, a Dutchman who ousted a Catholic from the British throne in 1688 and then defeated that rival, James II, in a series of battles in Ireland. The Orange Order's biggest marches come each July 12, the anniversary of the 1690 Battle of the Boyne, when William's army forded a river south of Belfast to rout James' forces ? and according to Orange lore, ensured Protestant civil and religious liberty from that day forward.

WHO ARE THE APPRENTICE BOYS?

The Apprentice Boys of Derry, based in Northern Ireland's second-largest city, Londonderry, honor the other totemic moment from those 17th-century religious wars: the 1689 Siege of Derry. The recently deposed James, seeking to reclaim his London throne from his sanctuary in predominantly Catholic Ireland, sent forces to demand that the Protestant garrison of the walled town surrender. Teenage apprentices bolted the gates shut, starting a 105-day siege that the residents survived by eating rats.

ISN'T THIS ANCIENT HISTORY?

No. Both fraternal groups exist, in part, to keep these vivid ancestral memories alive in today's Northern Ireland. The Protestant community here has what sociologists call a "siege mentality," a view that they can never feel at ease because of a traitorous Irish minority forever committed to pushing Northern Ireland out of the United Kingdom and into the Irish Republic.

AREN'T THESE PROTESTANTS IRISH?

Ask them. The answer is a thunderous no, they're British. But this basic issue of identity continues to be questioned to this day ? even, most hurtfully, by fellow Britons in neighboring Britain.

ARE CATHOLICS RIGHT TO BE CONCERNED?

Absolutely. Orangemen provided the organizational muscle behind Northern Ireland's creation in 1921 shortly before the rest of Ireland won independence from Britain, binding together Protestants under one anti-Catholic banner determined to stop "Rome rule" from Dublin.

For its first half-century, Northern Ireland was an overtly Orange state with a Protestant-only government. They discriminated against Catholics in housing, jobs and voting power. The marches, given safe passage by a similarly Orange police force, underscored the Catholics' second-class status.

WHICH MEANS RIOTS, RIGHT?

Yep. It's no accident that Act I, Scene I of Northern Ireland's conflict in 1969 began with Catholic hostility to a march: the Apprentice Boys' main annual parade in Londonderry. Days of clashes between Catholic civilians and Protestant police forced Britain to deploy its army as peacekeepers ? a fateful decision that inspired the rise of the modern IRA and its aim to overthrow Northern Ireland.

HASN'T THE PEACE PROCESS IMPROVED THINGS?

Mostly yes. Also no.

Nearly two decades of peacemaking have transformed Northern Ireland almost beyond recognition from its blood-stained past. Paramilitary cease-fires by the IRA and outlawed Protestant gangs are underpinned by disarmament, troops have been withdrawn to barracks, Britain has promoted Catholic recruitment to create a balanced police force and a unity Protestant-Catholic government shares power with surprising harmony.

Almost. But the clock turns backward each "marching season" ? and increased rioting has been the norm for most summers since 1995.

Deadline latest weapon in EADS-BAE merger talks

PARIS (Reuters) - Europe's EADS rejected calls on Thursday to allow extra time for negotiations over a $45 billion merger with BAE Systems , as brinkmanship looked set to play a key role in politically complex plans to create a new defense giant.

Fabrice Bregier, head of the Airbus planemaker unit and part of the inner circle running Franco-German-Spanish EADS, was quoted as saying it was crucial to stick to the date set by UK regulators under rules designed to protect investors.

"The importance is that opinions converge. The October 10 deadline may seem soon but it is absolutely necessary given the environment," Bregier told the French daily Les Echos in an interview to be published on Friday.

EADS and BAE are in talks to create what would be the world's largest defense company. But their efforts have become snagged on differences over control between France and Germany while there are also political concerns about jobs.

German Defence Minister Thomas de Maiziere joined France in pressing the companies to seek an extension of the UK deadline in order to give politicians more room to bridge differences.

"Perhaps we need more time. It depends on the answers for our questions and so I think we need more time," de Maiziere told reporters at a meeting in Cyprus.

France and Germany want to safeguard their influence over EADS while special arrangements will be needed to ringfence sensitive operations, including work BAE does in the United States and on Britain's nuclear submarines.

In the past two weeks, investors uncertain about the deal have stripped 4 billion euros from the value of EADS, illustrating the risk Chief Executive Tom Enders could face if he agrees to expose the stock to a further month of negotiation.

BAE shares have also shed their initial gains and analysts warn they may struggle to carry investors with them beyond October 10 if the talks show no signs of progress.

Yet with two weeks left, EADS and BAE have little incentive to seek an extension to the deadline.

Softening the deadline would ease pressure on Europe's politicians to come to an agreement acceptable to the companies while placating U.S. and UK fears of political interference.

For these reasons, experts say a bid for an immediate extension is unlikely unless there is progress. But if there is stalemate running up to the deadline, leaders of both companies could play hardball and decide to abandon the plan.

"It's normal that different points of view are expressed. Especially in an operation where states have strategic interests to preserve," Bregier told Les Echos.

"This kind of operation requires rapid decisions and it's not EADS or BAE management pushing, it's the markets and the clients, who want to know what the future of the group will be," he said adding that the current merger plan included guarantees to the United States covering its security concerns.

INFLUENCE AND TRADE-OFFS

The merger to create the world's biggest defense and aerospace company would dilute the influence of the French, German and Spanish governments in the company, prompting negotiations over their roles in the future.

German reservations include how to safeguard jobs and protect the merged firm from any future hostile takeover, a government document obtained by Reuters on Monday showed.

On Wednesday, a French government source said France would want to retain certain rights, as well.

EADS is standing firm, reiterating its "intention and current expectation" to provide further clarity by that date.

Technically, extensions to the UK stock market deadline are relatively simple and are usually granted, lawyers say.

Yet in classic European negotiating style, as seen on issues from farm subsidies to national bailouts, talks generally go down to the wire.

Raising the threat of a missed deadline, or demanding it be kept, is a tried and tested tactic in the brinkmanship so often seen among the 27 nations of the European Union.

De Maiziere called talks with his British and French counterparts on Wednesday evening "constructive".

"This is a complex situation, there are a lot of questions and conditions, nothing has (been) decided yet ... We will keep in contact," he said.

European governments all face severe spending pressures, but a stand-off between France and Germany over control of EADS is seen as the bigger roadblock, rekindling a climate of mistrust which set in during management rows from 2005 onwards.

France holds a 15 percent stake in EADS and wants to retain its right to influence group strategy. Spain owns 5 percent.

Germany is not a direct shareholder but sees the transaction as a chance to enlarge its influence. At the same time, EADS and BAE are pressing for less political influence.

Airbus's Bregier said he did not see the issue of German state participation being an issue in the talks and did not see any reason why measures could not be taken to ensure a balance with France, whose government would end up with a 9 percent share in the new group as plans stand today.

Signs of discord first emerged at the weekend when Reuters reported that France appeared to rebuff German proposals for a common position [ID:nL5E8KLN1G].

EADS and BAE have said they will offer the governments of France, Germany and Britain a "special share" in the new company, allowing them to block any future hostile takeover, but are determined to prevent any meddling in management decisions.

?The New York Wheel is destined to become one of the City?s ? and the world?s ? great landmark attractions,? said Richard A. Marin, President and CEO of the New York Wheel LLC. ?There are very few opportunities in life to get involved with a project of this magnitude. We believe that the Wheel will quickly become an iconic fixture and we are proud and excited to bring it to Staten Island, New York City, and the Tri-State area.?

The New York Wheel project was proposed in response to the New York City Economic Development Corp?s request for bids for projects that would increase economic growth, boost tourism, and create jobs on Staten Island. The free Staten Island Ferry already attracts over two million tourists each year.

?This historic project promises to have an enormous positive impact on Staten Island and New York City overall ? creating jobs, increasing tourism, and encouraging small business growth,? said Staten Island Borough President James P. Molinaro. ?The construction and subsequent operation of the Wheel will create hundreds of jobs, and will also help to bolster the greater Staten Island economy, with Wheel visitors supporting local restaurants and shops. Every effort is being made to work with local Staten Island businesses to make this project a success.?

The New York Wheel will feature a large Terminal building that will feature exhibitions about New York City history, alternative energy, and environmental sustainability; the site also includes significant open green space. Construction plans for the Wheel and the Terminal building will strive for Platinum LEED certification, the highest rating of sustainable building today.

The New York Wheel will collaborate with Cornell?s Center for Sustainable Global Enterprise at Johnson and the global relief and development agency CARE to make the exhibit a high tech, state-of-the-art expo about worldwide sustainability. ?Visitors to the New York Wheel will see green building and design, next-generation green materials, low- and no-carbon energy technologies, and the green collar economy at work. We will highlight the growing influence that entrepreneurship, innovation and technology commercialization is having on solving some of our most pressing problems,? said Mark Milstein, Director of the Center for Sustainable Global Enterprise.

The New York Wheel is an important part of the City?s greater urban waterfront renewal effort, which includes the reopening of Governor?s Island, the High Line, and Brooklyn Bridge Park.

Among the architects, engineers, designers, and consultants of the New York Wheel are: Starneth, B.V., an engineering company specializing in giant observation wheels and structures and builders of the London Eye; and Perkins Eastman, an international architecture, urban design, and interior design firm. Broadwall Consulting Services acts as the New York Wheel?s Construction Consultant. Construction on the New York Wheel is expected to begin in early 2014 with a grand opening scheduled for early 2016.

The Wheel will feature thirty-six capsules, each carrying up to 40 passengers.

New York Times: Obama's Failure to Establish Personal Relationships

In a front-page article Tuesday morning, The New York Times identified what American and foreign diplomats view as President Obama?s biggest foreign policy failing: personal relationships.? The Times reports:

?The tensions between Mr. Obama and the Gulf states, both American and Arab diplomats say, derive from an Obama character trait: he has not built many personal relationships with foreign leaders. ?He?s not good with personal relationships; that?s not what interests him,? said one United States diplomat. ?But in the Middle East, those relationships are essential. The lack of them deprives D.C. of the ability to influence leadership decisions.?

Obama?s personal relationship problem?isn?t?limited to the foreign policy arena.? Journalist Bob Woodward, who wrote an extensive expose on Obama?s bungled handling of the 2011 federal debt ceiling showdown, offered a jarringly similar critique: Obama has no personal relationships with Congressional leaders of either party (according to Woodward, Senate Majority Leader Harry Reid also shut Obama out of the debt-ceiling talks).

This major leadership flaw may help explain many of the problems the nation has suffered in the past four years. After all, it?s not as if Obama is the first President to have to deal with two-party government or Middle East turmoil.

For example, like Obama, President Bill Clinton was forced to govern after the rise of a new Republican House majority promising to institute major policy changes following a crushing Democratic defeat during his first mid-term election. Clinton also had a handicap. He had to deal with the abrupt and often confrontational House Speaker Newt Gingrich, while Obama has the benefit of dealing with the mild-mannered and personable Speaker John Boehner.

The result under Clinton: comprehensive welfare reform and a balanced budget. The result under Obama: gridlock and fiscal armageddon.

Most liberals are quick to fault the GOP for insisting on ?extreme? ideas like the reduction of trillion-dollar annual deficits, but few are willing to entertain the idea that perhaps the President is primarily at fault for the lack of progress on anything important in Washington.

In foreign affairs, as in domestic affairs, Obama appears to be under the mistaken belief that a big speech or two is all it takes to progress his, and the nation?s, interests.? However, just as speech after speech failed to convince Americans to support Obama?s signature legislation, Obamacare, the President?s celebrated 2009 ?New Beginning? speech in Cairo has not prevented the entire Muslim world from burning him in effigy this month.

Obama?s decision to speak at the U.N. General Assembly during a time of international crisis and not meet with a single international leader is a perfect illustration of Obama?s preference for speech-giving versus relationship-building (perhaps the Libyan delegation could have helped clear up some of the major misunderstandings the White House has had over the recent tragedy in that country).

It?s a rare thing for the liberal-leaning New York Times to summarize conservative opinion on an issue so effectively, but stranger things have happened.

Texas judge orders DNA tests in Hemsley death

EL PASO, Texas (AP) ? A Texas judge has ordered DNA testing on a man who claims to be the brother of the late "The Jeffersons" star Sherman Hemsley.

Richard Thornton is challenging the validity of Hemsley's will, which names the actor's longtime manager, Flora Enchinton of El Paso, as sole beneficiary. Hemsley died of lung cancer July 24.

Judge Patricia Chew on Monday rescheduled the El Paso trial on Hemsley's estate to begin Oct. 31.

Thornton, of Philadelphia, sought the DNA testing and must provide results by Oct. 15. Hemsley was born in Philadelphia but had lived in El Paso for the past 20 years.

Court documents indicate Hemsley's estate is worth more than $50,000.

Libyan security aide quits, deepening void after Benghazi attack

BENGHAZI, Libya (Reuters) - The head of a committee tasked with finding posts for militia fighters in the police in eastern Libya said on Thursday he had quit, becoming the third senior security figure sidelined a week after a deadly attack on the U.S. consulate In Benghazi.

Fozi al-Gaddafi, who is not related to ousted dictator Muammar Gaddafi, told Reuters he had resigned as eastern Libya head of the Security Committee in protest because recruits were not being adequately paid or supplied.

His deputy was acting in the post, he said.

Rows over top security posts have created a leadership vacuum in Benghazi at a time when U.S. officials are demanding Libya act against those who attacked the consulate on September 11, killing the U.S. ambassador and three other Americans.

A residential villa being used by the U.S. consulate was stormed after a violent street protest against a film made in America that insults the Prophet Mohammad.

The government in Tripoli announced this week that it was sacking the deputy interior minister for the east and the police chief of Benghazi, but both men have refused to step aside.

The man named to take on both jobs, Salah Doghman, told Reuters on Wednesday he asked the government to send troops if necessary to install him in his new job.

Libya's security institutions have been weak and armed militia have remained powerful since Muammar Gaddafi was overthrown last year in a NATO-backed revolution.

Benghazi, 1,000 km (600 miles) from Tripoli across largely empty desert, is under the thumb of various armed groups, including some comprised of Islamist militants who openly proclaim their hostility to democratic government and the West.

Some of these have been identified by local people as being among those who were at the consulate protest last week. U.S. officials have described the violence as a "terrorist attack".

Tropical Storm Nadine continues to bring rains and winds to the Azores in the eastern Atlantic Ocean, but that rainfall continues to diminish according to data from NASA satellites. NASA's unmanned Global Hawk aircraft is also exploring the storm today, Sept. 19.

A tropical storm warning is in effect on Sept. 19 for the islands of Flores, Corvo, Faial, Pico, Sao Jorge, Graciosa, Terceira, Sao Miguel and Santa Maria in the Azores.

The Tropical Rainfall Measuring Mission (TRMM) satellite flew over Nadine on Sept. 19 at 1013 UTC (6:13 a.m. EDT) and captured data on rainfall rates occurring within the tropical storm. TRMM's Microwave Imager (TMI) and Precipitation Radar (PR) data showed that no rainfall was occurring near Nadine's center. The maximum precipitation intensity found in rain bands around Nadine was only about 0.8 inches (20mm) per hour. The lack of convection (rising air that forms the thunderstorms that make up the tropical cyclone) is a sign that the tropical storm is decaying or weakening.

NASA's Hurricane Severe Storms Sentinel (HS3) Mission plans to send one of the unmanned Global Hawk aircraft to investigate Nadine again on Wednesday, Sept. 19.

On Sept. 19 at 11 a.m. EDT Tropical Storm Nadine's maximum sustained winds were near 50 mph (85 kmh). Nadine was located about 270 miles (430 km) west of the Azores islands, near 37.2 north latitude and 31.8 west longitude. Nadine is moving toward the north-northeast near 5 mph (7 kmh) and is expected to start drifting to the east-southeast. Nadine's estimated minimum central pressure was 993 millibars.

According to the National Hurricane Center, early on Sept. 19, Corvo in the Azores reported sustained winds of 42 mph (68 kmh) with a gust to 58 mph (93 kmh). In addition, ocean swells continue to affect the Azores and are causing life-threatening surf conditions and rip tides.

The National Hurricane Center noted that if Nadine continues to show weaker convection, it may no longer qualify as a tropical or subtropical cyclone.

Portals III is not just any office building, it?s a trophy office building within a 2 million-square-foot, mixed-use project that holds the distinction of being Washington, D.C.?s largest privately held development. Lenders took note. Five banks saw fit to unite and provide Republic with the financing in a senior debt structure. Additionally, a private equity firm supplied a mezzanine loan and a national pension fund advisor took a preferred equity position.

The property has a handful of desirable features that, combined, would attract lenders, but its occupancy level is not one of them. Despite an enviable tenant roster of government agencies and private sector businesses, the 10-story building is only 68 percent leased. While Washington, D.C., continues to be one of the leading office markets in the country, it has not been an easy year. Dampened by the pre-election uncertainty regarding the future office needs of the federal government, the city?s office market is expected to experience increasing vacancies through 2013, with the vacancy rate climbing to 11 percent in 2012 and 11.3 percent the following year, according to a Cassidy Turley report. The increases will follow a vacancy rate of 10.4 percent in 2010 and 2011.

Current market conditions are not as impressive as they were a couple of years ago, which does not exactly bode well for Portals III?s stabilization; however, the Class A tower has other advantages that proved fruitful in the pursuit of financing.

?The fact that we could bring this many capital sources in on a single closing of this magnitude in this challenging market is a testament to the strength of The Portals development and its sponsor, Republic Properties,? said David Webb, senior managing director and principal with Cassidy Turley.

Republic will utilize the majority of the proceeds from the bridge financing to refinance the existing loan on the property, and the remaining funds will be applied toward leasing costs.

The latter flavor, which offers built-in WiFi (the D600 requires an adapter), packs a 20.2-megapixel CMOS sensor, and it's 20 percent lighter than the 5D Mark III, which will remain on the market, targeting professional users. The camera features a sensitivity range of ISO 100 through 102,400, it can shoot 4.5 fps stills and offers 1080/30p video capture. It also has an optical viewfinder, paired with a 3-inch 1.04-million-dot LCD on the rear, which looks just as sharp as you might expect.

What really blew us away, though, is the new camera's size and weight. It's more compact than the 5D and even the 7D, an APS-C camera, weighing in at 690 grams -- a 20-percent decrease from that larger pro model. 20 percent may not sound like a tremendous improvement, but it's certainly noticeable, boosting the 6D's versatility, and making it an ideal choice for street and travel photography. We haven't had a chance to shoot with the new high-end DSLR just yet, but it felt quite solid in hand, despite the more compact design and significant weight drop.
