Many drugs remain legal after "bath salts" ban

(AP) ? People are inventing so many new, legal ways to get high that lawmakers can't seem to keep up.

Over the past two years, the U.S. has seen a surge in the use of synthetic drugs made of legal chemicals that mimic the dangerous effects of cocaine, amphetamines and other illegal stimulants.

The drugs are often sold at small, independent stores in misleading packaging that suggests common household items like bath salts, incense and plant food. But the substances inside are powerful, mind-altering drugs that have been linked to bizarre and violent behavior across the country. Law enforcement officials refer to the drugs collectively as "bath salts," though they have nothing in common with the fragrant toiletries used to moisturize skin.

President Barack Obama signed a bill into law earlier this month that bans the sale, production and possession of more than two dozen of the most common bath salt drugs. But health professionals say that there are so many different varieties of the drugs that U.S. lawmakers are merely playing catch up.

"The moment you start to regulate one of them, they'll come out with a variant that sometimes is even more potent," said Dr. Nora Volkow, director of the National Institute on Drug Abuse.

There are no back alleys or crack houses in America's latest drug epidemic. The problem involves potent substances that amateur chemists make, package and sell in stores under brands like "Ivory Wave," ''Vanilla Sky" and "Bliss" for as little as $15. Emergencies related to the drugs have surged: The American Association of Poison Control Centers received more than 6,100 calls about bath salt drugs in 2011 ? up from just 304 the year before ? and more than 1,700 calls in the first half of 2012.

The problem for lawmakers is that it's difficult to crack down on the drugs. U.S. laws prohibit the sale or possession of all substances that mimic illegal drugs, but only if federal prosecutors can show that they are intended for human use. People who make bath salts and similar drugs work around this by printing "not for human consumption" on virtually every packet.

Barbara Carreno, a spokeswoman for the Drug Enforcement Agency, said the intended use for bath salts is clear.

"Everyone knows these are drugs to get high, including the sellers," she said.

Many states have banned some of the most common bath salts, which are typically sold by small businesses like convenience stores, tobacco shops and adult book stores. For instance, West Virginia legislators banned the bath salt drug MDPV last year, making it a misdemeanor to sell, buy or possess the synthetic drug. Conviction means up to six months in jail and a $1,000 fine.

Stephanie Mitchell, assistant manager of The Den, a tobacco and paraphernalia shop in Morgantown, W.Va., said the store hasn't sold bath salts in the six months that she's worked there. But strung-out users still come in and ask for them.

"They're pretty ... cracked out, I guess would be a good word," said Mitchell, 21, a student at West Virginia University. "They're just kind of not all there. They're kind of sketchy people."

Mitchell says she wouldn't sell bath salts even if she had them, "because it's horrible, and I could get in trouble for it."

Despite the bans, bath salts producers are constantly tweaking their recipes to come up with new drugs that aren't covered by local laws. In fact, Mark Ryan, director of the Louisiana Poison Center, says there are so many different drugs out there that it's almost impossible to know what people have ingested, or how long the effects will last.

"Cocaine is cocaine and meth is meth. We know what these things do," he said. "But with these new drugs, every time the chemist alters the chemical structure, all bets are off."

THE SPREAD

The most common bath salt drugs, like MDPV and mephedrone, were first developed in pharmaceutical research laboratories, though they were never approved for medical use. During the last decade they became popular as party drugs at European raves and dance clubs. As law enforcement began cracking down on the problem there, the drugs spread across the Atlantic Ocean.

Poison control centers in the U.S. began tracking use of the drugs in 2010. The majority of the early reports of drug use were clustered in southern states like Louisiana, Tennessee and Kentucky. But the problem soon spread across the country.

The financial lure for small-time drugmakers is enticing. The drugs can be cheaply imported from China or India, and then easily packaged under local brands. For example, bath salts sold in Louisiana carry regional names like Hurricane Charlie or Bayou.

The widespread availability of the drugs in stores is equally alluring for drug users: they can get a cheap high similar to that of illegal drugs by walking to a corner store.

The most dangerous synthetic drugs are stimulants that affect levels of both dopamine and serotonin, brain chemicals that affect mood and perception. Users, who typically smoke or snort the powder-based drugs, may experience a surge in energy, fever and delusions of invincibility.

Use of these drugs has spread across the country with reports stretching from Maine to California. There are no official federal estimates on deaths connected with the drugs, many of which do not show up on typical drug tests. But police reports have implicated the drugs in several cases.

Packets of "Lady Bubbles" bath salts, for instance, were found on Sgt. David Franklyn Stewart last April after the solider shot and killed his wife and himself during a car chase with law enforcement near Olympia, Wash.

The chase began when Stewart sped past a police patrol car at 6 a.m. The police trooper pursued for 10 miles and reported seeing the driver raise a hand to his head, then heard a shot and saw the driver slump over. The next day police found the couple's 5-year-old son dead in their home; he had been suffocated with a plastic bag at least 24 hours earlier.

Another death involving bath salts played out in Covington, La. Police reported that Dickie Sanders, 21, shot himself in the head Nov. 11, 2010 while his parents were asleep.

His father, Dr. Richard Sanders, said his son had snorted "Cloud 9" bath salts and endured three days of intermittent delirium, at one point attempting to cut his own throat. As he continued to have visions, his physician father tried to calm him. But the elder Sanders said that as he slept, his son went into another room and shot himself.

WHAT'S AHEAD

Hospital emergency rooms, doctors and law enforcement agencies across the country have struggled to control bath salt drug users who often are feverish and paranoid that they are being attacked. Doctors say users often turn up naked because bath salts raise their body temperature so much that they strip off their clothing.

Cookeville Regional Medical Center in Tennessee has treated 160 people suspected of taking bath salts since 2010. Dr. Sullivan Smith, who works there, said people on the drugs become combative, and it can take four or five health professionals to subdue them. In some cases, he said, doctors have to use prescription sedatives that are typically reserved for surgery.

Smith recalls one man who had been running for more than 24 hours because he believed the devil was chasing him with an ax. By the time police brought him to the hospital, he was dehydrated and covered in blood from running through thorny underbrush.

"We're seeing extreme agitation, hallucinations that are very vivid, paranoia and some really violent behavior, so it's a real crisis for us," Smith said. "We sedate the living daylights out of them. And we're talking doses on the order of 10 or 20 times what you would give for a painful procedure."

To control the spread of the problem, the Drug Enforcement Agency issued a temporary ban in October on three of the most common drugs ? mephedrone, methylone and MDPV. That ban became permanent under the bill signed by Obama on July 10.

Under the law, anyone convicted of selling, making or possessing 28 synthetic drugs, including bath salts, will face penalties similar to those for dealing traditional drugs like cocaine and heroin.

Those on the front lines say the legislation is a good start. But they don't expect new laws to dramatically curb use of bath salts in the near term.

"The problem is these drugs are changing and I'm sure they're going to find some that are a little bit different chemically so they don't fall under the law," said Dr. Smith, the Tennessee doctor. "Is it adequate to name five or 10 or even 20? The answer is no, they're changing too fast."

The EPRI carried out extensive tests and discovered that it only consumes 12 kWh of electricity in a year.

The analysis shows that each model of the iPad consumes less than 12 kWh of electricity over the course of a year, based on a full charge every other day. By comparison, a plasma 42? television consumes 358 kWh of electricity a year. EPRI conducted the analysis in Knoxville, Tenn., at its power utilization laboratory. Costs may vary depending on what region that a consumer resides and the price of electricity in a particular location.

The assessment was conducted to determine the load requirements ? the amount of power needed to operate the devices -- of the increasingly popular iPad. According to Apple, 67 million of the devices have been purchased worldwide.

EPRI calculations show that the average energy used by all iPads in the market is approximately 590 gigawatt hours (GWh). In a scenario where the number of iPads tripled over the next two years, the energy required would be nearly equivalent to two 250-megawatt (MW) power plants operating at a 50 percent utilization rate. A quadrupling of sales in two years would require energy generated by three 250-MW power plants.

This came as a bit of a surprise to me; I assumed it would cost a lot more during the course of a year. Obviously if you use a charger in your car it will cost you nothing to charge it up but given that its only $1.36 a year it?s really not worth worrying about.

As a comparison, notebook computers use approximately 72 kWh of electricity which is six times more than the iPad. The next time you are thinking about getting your notebook out to do something that can easily be done on an iPad, think again. It could save you a few dollars each year just by using your iPad more.

Why the country doesn?t need a nail-biter election in 2012

Judging by the rhetoric coming from the campaigns, this election pits a party that will dismantle the social safety net and put the rights of women, gays and African Americans on the endangered species list against a party that will drag the nation ever closer toward a socialist-inspired spending and regulation binge that will cripple the free enterprise system. Is there anything--anything--that partisans of every stripe can enthusiastically root for?

Yes, all of us should be rooting for a decisive election outcome. Why? Because a close or contested election would deal a body blow to the nation?s political health. Right now, every poll, and just about every pol, says the same thing: that this is going to be very close. This isn?t written in stone, of course: We?ve seen close races become blowouts in the final days (think Reagan-Carter in 1980). If the political wisdom is correct, however, we can expect razor-thin margins in half-a-dozen states or more, any one of which could determine the election. Right now, polls report spreads of three points or less Florida, Virginia, Iowa, North Carolina, Colorado and Missouri. Others hint at tightening races in Wisconsin, Minnesota and possibly Arizona.

If November brings us a raft of states that are, as Dan Rather might put it, tighter than granny?s corset on an August Sunday in Del Rio, it would hardly be unprecedented. In fact, we?ve had a remarkable number of such races.

So why does the prospect of another very close election--that is, a series of very close statewide elections--chill the marrow?

To put it mildly, this is not your father?s political climate. Back in 1960, there were voices determined to charge that the Democrats will stealing the election (reporter Earl Mazo of the New York Herald-Tribune was particularly dogged). But Richard Nixon himself echoed the dominant mood of the times, arguing--at least publicly--that the country had to unite behind the apparent winner.

Half a century later, our political culture has become far more litigious. Republicans have embraced voter fraud as a cause celebre; Democrats are convinced that voter suppression is the real goal of tougher voter ID laws. More broadly, the whole idea of good-faith disagreement among political combatants has pretty much gone the way of the mimeograph machine. A close election would deny the winner the mandate he will need to have any chance of enacting meaningful reform.

There?s another reason to fear an election clouded by uncertainty. Back in 2000, the Bush-Gore runoff took place in a time of unprecedented, seemingly permanent peace and prosperity. The Cold War was over, al-Qaida was a concern to a tiny handful of officials, unemployment and inflation were both negligible, real incomes for average Americans were rising and the big debate was what were we going to do with those trillions of dollars in surpluses. As one writer put it, ?America was a hotbed of rest.? There seemed so little at stake that a catchphrase of the day labeled it ?the Seinfeld Election--a contest about nothing.?

Now we live in a country mired in economic woes, still in the grip of the longest, darkest environment since the Depression and increasingly divided over which party--if either--offers a credible path out. An election that ends with recounts, court fights and state legislatures threatening to take control of its electoral votes will take place in a country where divisions, suspicions and passions are utterly unlike the atmosphere a dozen years ago.

Four years ago, Barack Obama won the presidency with a clear, convincing margin, winning 22 states and 264 electoral votes by margins of nine points or more. Only the fire-breathers and the birthers could argue that he had not won the election fair and square. This time around, with the victor facing painful decisions, fiscal cliffs and continued gridlock, it would be a genuine gift to our battered political process if the citizenry could grant that same gift of unquestionable legitimacy to the next president. He?s going to need it.

Faith and Freedom - Council for a Parliament of the World's Religions

Documentary films root themselves in the ground of truthfulness. We filmmakers base our documentaries on the premise that if we look clearly enough at a subject and edit thoughtfully all the material we collect, we can put on film a new set of truthful insights.

Today few subjects need new insights more than religious conflict. Look at the headlines:

As founder and president of Lumiere Productions?a film company that has been creating a diverse array of films that engage hearts and open minds for over 25 years?one of the premises of the films I make is the belief that true freedom of religion?the freedom to worship as one pleases, or not; to change religions if one chooses; and to publicly identify with one?s religion without negative repercussions professionally or economically?is a cornerstone of representative democracy.

Yet most minority religions cannot claim all three of these prongs, even in progressive democracies.

In the U.S., it is Muslims who are struggling to move us one step further toward true freedom of religion. Though 62% of Americans say they have never met a Muslim, recent polls show between 39% and 49% say they do not trust Muslims. Since 66% of the U.S. media coverage of Muslims focuses on fundamentalist or militant groups, Americans tend to associate Muslims with violence. As a result, as one Muslim said to me, when people find out you?re a Muslim, they want you to ?apologize for something you didn?t do.?

In contrast to the U.S., where Christians tend to dominate the culture but are largely required to abide by our laws, some Muslim-dominated countries offer little pretense of freedom of religion. In Egypt, for example, one can see a jobs advertisement headed ?Coptic Christians need not apply.? Indeed the 2011 Pew Forum on Religion and Public Life ranks Egypt in the top 5% of all countries with ?both government restrictions and social hostilities involving religion.? In sum, religious minorities around the world suffer from mild to severe repression or persecution as they try to live their everyday lives and practice their faiths.

Lumiere?s film Faith and Freedom will show the hurdles such minority religions face and the ways they strive to leap them.

In order to allow our audience to empathize with how some practitioners of minority religions feel, we?ll go inside the lives of several members of two religious congregations?a Sunni mosque in Paterson, New Jersey, and a Coptic Orthodox Church in El-Matariya, Cairo, Egypt. We?ve chosen to explore individual lives in depth on the premise that being able to live one?s everyday life fully is the foundation of an open society. It means being able to live your life as you define yourself, not as others define you, and being able to assume a life free of unwarranted prying or interference by government or other institutions. As one of our characters from the Paterson mosque explains, ?We?re being defined by others; we?re not being allowed to define who we are.?

Yet we believe that being allowed to define who you are is essential to true religious freedom.

The verit? filmmaking we prefer doing will allow us to spend time with selected men and women who attend the Paterson, NJ, mosque and a handful of members of the Coptic congregation in El Matariya. We?ll see them at their jobs, on the basketball court, cooking and eating meals with their families, worshipping together or praying alone. The characters will be showing their own lives and telling their own stories.

We believe this kind of filmmaking can take viewers at least one step toward feeling what it is like to live in another?s skin, even one different from oneself. In an era in which Americans fear our economy might never recover and fear our political system grows ever more dysfunctional, in which greed plagues our bankers and pedophilia our priests, it is tempting to roll all our fears into one form: Islamophobia. The long-denied possibility of true freedom can also push Egyptian Copts to be even more fearful of Muslims, or Muslims of Copts. But once we can begin to conceive of, indeed to undergo the experience of living in another?s skin, then perhaps we can begin to overcome the fears all human beings seem to harbor.

Then perhaps our film will be a small bridge over the chasm of religious conflicts that divides each of our countries, and the world.

This is why I began producing films nearly two decades ago on the porous border between religion and politics in the U.S., the first example being a 6-hour documentary series on the rise of the American religious right after World War II: With God on Our Side. Since then I?ve produced other films on American evangelicals? interaction with American culture and politics?for PBS, Channel 4 UK, Art?, and various U.S. cable channels. Producing other films having nothing directly to do with religion also led me to Afghanistan, Nigeria, and Russia, where religious strife simmered constantly behind the story I was telling, whether it was based in Kano, Kandahar, or Chechnya.

I make these films foregrounding or backgrounding religion because I want to understand how other people?s minds work. I want to get to the heart of how religious differences drive economic and political forces that seem to have little connection with religion. I also make these films because they fulfill me personally. They are premised on my belief that a person?s religious needs are at the heart of his or her identity, whether or not he or she exercises or nourishes the needs. They are also premised on my belief that the three Abrahamic faiths? core principles dedicated to monotheistic worship, the cultivation of human spirituality, and the furtherance of human justice unite them far more than theological nuances differentiate and divide them.
